It should be something that only scout/strike-recon mechs can equip, since it can play into the role warfare aspect for both of those. There also should be some kind of warning when the smoke drops, like a voice announcement "Airstrike/Artillery Strike Detected" since it's very possible to not even see the flare.

I thought it was cut a little lower than that. Mea Culpa.
Overall, getting killed by an artillery headshot is pretty rare. It sucks, but so does getting headshot by dual Guass or AC20. Something about dogs and hydrants. Wouldn't be averse to the head section getting a quirk that reduces arty/air strike damage, but I don't see it as a big deal. A little situational awareness tends to fix the problem.

It could use s few tweaks (variable time to splash, Slightly less accuracy finding smoke, stuff like this).

- If the enemy is in range, so are you.
- If you can see the enemy, they can see you.
- Incoming fire has the right of way.
- Friendly fire isn't.
- The only thing more accurate than incoming enemy fire is incoming friendly fire.
- Don't look conspicuous: it draws fire. This is why aircraft carriers are called bomb magnets.
- There is always a way.
- The easy way is always mined.
- Try to look unimportant, they may be low on ammo.
- Professionals are predictable, it's the amateurs that are dangerous.
- The enemy only attacks on one of two occasions: When you're ready for them, and when you're not ready for them.
- Teamwork is essential; it gives the enemy someone else to shoot at.
- If you can't remember, the claymore is pointed at you.
- If your attack is going well, you have walked into an ambush.
- The enemy diversion you have been ignoring will be the main attack.

I've gotten kills at max arty range on Alpine, well before anyone sane would have seen me, much less shot me. And yes, headshots.
They should simply reduce damage to 30 on direct hits (allowing a chance to live) and increase the area of effect (an extra shell or two/bomb), thereby making strikes more effective at area denial but no longer a "click to have a randomly random chance of a free kill, trolololol!".

Sounds like Artillery to me.
North Koreans had Artillery near the DMZ with a 12 Mile range. My Battalion was in a tent city... 6 miles South. Working as intended.

That 25 damage in tabletop is equal to 50 in MWO.
